James, a tenant in an unregulated apartment, has made numerous complaints to various city agencies regarding the conditions of his apartment. James’ belongings are in the apartment, but he is staying with his girlfriend. James filed an action against Mark, his landlord, and they signed an agreement for Mark to make the necessary repairs and the case was settled. James has made additional complaints against Mark and he refuses to allow Mark or his works to enter the apartment to complete the repairs. Mark has received multiple violations based on James’ complaint. What should Mark do?
